
Transmission Line Siting Compact
The Energy Act of 2005 granted states advance congressional consent to create regional interstate compacts governing the siting of interstate transmission lines. Several attempts—notably in the central Midwest and the Pacific Northwest—have been made to create multi-state consensus around the issue and drive toward an interstate compact; to date no such agreements have been adopted on a wide basis.
Status: The panel conducted its first advisory meeting in Washington, D.C., in the summer of 2010 and its second advisory meeting in Connecticut in the spring of 2011. The goal of the Advisory Panel was to explore the suitability of an interstate compact that would enable a more efficient and effective interstate transmission line siting process and, if appropriate, to make recommendations to guide the compact drafting process. The meetings led to two key developments: 1.) the Panel agreed that a compact would improve the siting process; and 2.) the Panel developed a model template to guide the drafting of a compact. The drafting team has had two meetings at FERC headquarters, crafting key sections of the compact. The first meeting occurred on October 6-7, 2011 and the second occurred on December 6-7, 2011.
