Enactment of a compact is the end of one journey and the beginning of another. How compact commissions adjudicate duties defined in compact language and carryout the duties of administration year to year often offer insight into the ability of  a compact to be successful.

President, Midwestern Higher Education Compact
As president of the Midwestern Higher Education Compact, or MHEC, Isaak has helped lead a significant expansion in activities related to student access and success, policy research, and cost-saving initiatives. MHEC is actively engaged in a number of new and evolving initiatives including health insurance solutions, the Multi-State Collaborative on Military Credit and the State Authorization Reciprocity Agreement. Previously, Isaak served as chancellor of the North Dakota University System for nearly 10 years.

Chair-elect, Midwestern Higher Education Compact


Flakoll is chairman of the North Dakota Senate Education Committee and is the provost for Tri-College University, the higher education consortium between North Dakota State University, Minnesota State University Moorhead, Concordia College, Minnesota State Community and Technical College, and the North Dakota State College of Science. Flakoll has served on the Midwestern Higher Education Compact Commission since 1999 and ispast chair of The Council of State Governments’ Midwest region.
