STATES AT THE TABLE is a joint project of the Council of State Governments (CSG) and the Association of Air Pollution Control Agencies (AAPCA). This project seeks to develop a comprehensive resource for state leaders from all three branches of government regarding opportunities to interact with federal energy and environmental agencies through Federal Advisory Committees (FACs). In particular, this site will catalogue FACs of interest at the U.S. Environmental Protection Agency (EPA), U.S. Department of Energy (DOE), National Oceanic and Atmospheric Administration (NOAA), and U.S. Department of Interior (DOI), as well as provide an introduction to the Federal Advisory Committee Act. Providing information on meetings, activities, history, and openings with these influential FACs can help state officials navigate an alphabet soup of federal agencies, promote federalism on complex energy and environmental issues, and provide interested state officials with a potential “seat at the table” with their federal counterparts in the early stages of regulatory, scientific, or intergovernmental decision making.

 

 

Updates

  • On July 2, 2018, AAPCA submitted comments on the list of candidates under consideration for the U.S. Environmental Protection Agency's chartered Clean Air Scientific Advisory Committee.
  • On May 10, 2018, U.S. EPA Administrator Scott Pruitt signed a memorandum on the “Back-to-Basics Process for Reviewing National Ambient Air Quality Standards.” The memorandum, available here, includes directives for the Clean Air Scientific Adivsory Committee (CASAC) regarding review of national ambient air quality standards (NAAQS).
  • On April 24, U.S. EPA Administrator Scott Pruitt signed a proposed rule on “Strengthening Transparency in Regulatory Science.” The deadline to comment on the proposed rule is August 16, 2018.
  • On April 12, 2018, President Donald Trump signed a Presidential Memorandum for the Administrator of the Environmental Protection Agency, which includes provisions related to U.S. EPA’s Clean Air Act Scientific Advisory Committee (CASAC).
  • On October 31, 2017, U.S. EPA Administrator Scott Pruitt issued a new directive on advisory committees and announced new Chairs for the Science Advisory Board (SAB), Clean Air Scientific Advisory Committee (CASAC), and Board of Scientific Counselors (BOSC).   • On September 28, 2017, AAPCA submitted comments on the list of candidates under consideration for U.S. EPA's chartered Science Advisory Board.

  • The National Marine Fisheries Service, on behalf of the Secretary of Commerce, is seeking nominations for the General Advisory Committee to the U.S. delegation to the InterAmerican Tropical Tuna Commission, as well as to a Scientific Advisory Subcommittee of the General Advisory Committee.
