We are a consensus-driven organization focused on assisting air quality agencies and personnel with implementation and technical issues associated with the federal Clean Air Act. AAPCA was created in the fall of 2012 when several states initiated discussions to form an association of state air quality agencies interested in creating a technical forum where ideas, information, and best practices could be shared when meeting our common goal of improving air quality and ensuring environmental protection. Our members work collaboratively on behalf of states and the communities they protect to act as a conduit for and provide feedback to federal regulators on air quality rules that have significant impacts across the entire nation. On September 15, AAPCA posted Principles for Addressing Interstate and International Ozone Transport, and submitted comments on the list of candidates for U.S. EPA's chartered Clean Air Scientific Advisory Committee (CASAC).

 

On July 19, 2017, AAPCA released a new report, The State of Regulatory Reform: Navigating State Perspectives on Clean Air Act Regulations Under Executive Order 13777.

 

In July 2017, AAPCA and The Council of State Governments announced the public release of a new resource, STATES AT THE TABLE: Engaging Energy and Environmental Opportunities with Federal Advisory Committees, located at www.cooperativefederalism.org.

 

On June 14, AAPCA provided to the U.S. House Energy and Commerce Subcommittee on Environment a letter containing consensus principles for Clean Air Act modernization (see a similar letter sent to the U.S. Senate Committee on Environment and Public Works Subcommittee on Clean Air and Nuclear Safety.)

 

June 2017 - AAPCA releases an updated fact sheet, Preparing for Personal Air Sensors: Definition, Opportunities, and Data Limitations.

 

On May 23, AAPCA transmitted testimony to the U.S. House Appropriations Subcommittee on Interior, Environment, and Related Agencies regarding Fiscal Year (FY) 2018 Appropriations for the U.S. Environmental Protection Agency (EPA) State and Local Air Quality Management Grants.

 

On May 15, 2017, AAPCA submitted comments to the U.S. Environmental Protection Agency on regulations that may be appropriate for repeal, replacement, or modification under Executive Order 13777 on Enforcing the Regulatory Reform Agenda. On March 13, 2017, AAPCA submitted a letter regarding U.S. EPA's Preliminary Interstate Ozone Transport Modeling Data for the 2015 Ozone National Ambient Air Quality Standard. State and local environmental agency comments can be found here.

 

In March 2017, AAPCA released an updated timeline, State Clean Air Act Deadlines, 2016 - 2021.

 

On January 13, 2017 AAPCA submitted a letter requesting an extension of the comment period for U.S. EPA's draft Guidance on the Development of Modeled Emission Rates for Precursors (MERPs) as a Tier 1 Demonstration Tool for Ozone and PM2.5 under the PSD Permitting Program, and a letter requesting an extension of the comment period for U.S. EPA's Draft PM2.5 Precursor Demonstration Guidance.

 

In January 2017, AAPCA released Timing of U.S. EPA Nominations & Appointments in Past Presidential Transitions.

 

On December 9, AAPCA released an updated timeline, Forthcoming & Initiated Clean Air Act Regulatory Actions, 2016 - 2020.

 

On December 2, AAPCA submitted a letter requesting that U.S. EPA extend the comment period for the proposed rule, Implementation of the 2015 National Ambient Air Quality Standards for Ozone: Nonattainment Area Classifications and State Implementation Plan Requirements, for at least 30 days after January 17, 2017 (the current deadline).

 

On November 28, AAPCA submitted comments on the list of candidates for U.S. EPA’s Science Advisory Board Ad Hoc Committee for Review of the Screening Methodologies to Support Risk and Technology Reviews (RTR): A Case Study Analysis.

On September 26, AAPCA requested that U.S. EPA extend the public comment period for its Draft Guidance on Significant Impact Levels for Ozone and Fine Particles in the Prevention of Significant Deterioration Permitting Program.

 

AAPCA's 2016 Fall Business Meeting was held September 21 - 23 in Raleigh, North Carolina.

 

On September 2, AAPCA sent a letter to U.S. EPA's Office of Enforcement and Compliance Assurance and Office of Air and Radiation concerning data display issues on Enforcement and Compliance History Online.

 

On August 10, AAPCA submitted comments on U.S. EPA's proposed rule, Protection of Visibility: Amendments to Requirements for State Plans.

 

On July 19, AAPCA submitted comments on the list of candidates for U.S. EPA's Clean Air Scientific Advisory Committee.

 

On June 28, AAPCA submitted comments on U.S. EPA's proposed rule, Revision to the Near-Road NO2 Minimum Monitoring Requirements.

 

On June 20, 2016, AAPCA submitted a letter to U.S. EPA requesting an extension of the deadline for submitting comments on their proposed rule, Protection of Visibility: Amendments to Requirements for State Plans.
