States Will Learn How to Better Manage Sex Offenders

National Policy Forum in Oklahoma City to be held Nov. 10

As many as 100,000 sex offenders released from state prisons nationwide are getting lost in the system and law enforcement is unable to track their whereabouts.

To help state officials learn ways to better deal with this problem, a National Policy Forum: Sex Offender Management in the States, will be held Saturday, Nov. 10 at the Sheraton Hotel in Oklahoma City.

The Council of State Governments, in partnership with the American Probation and Parole Association, the Association of Paroling Authorities International and the Center for Sex Offender Management will sponsor the forum, which will be followed Nov. 11-14 by CSG’s Annual State Trends and Leadership Forum in Oklahoma City.

There are approximately 603,000 registered sex offenders in the United States. The U.S. Department of Justice reports 60 percent of those have been released under supervision, either directly after sentencing or following incarceration. Of those released, reports the Justice Department, the whereabouts of 100,000 convicted sex offenders is unknown.

The luncheon speaker will be Andrea Casanova, founder of the ALLY Foundation, mother of Alexandra Nicole Zapp, who in 2002 was murdered by a repeat sex offender.

Other speakers include representatives from the Justice Department, state departments of corrections, state sex offender management officials, state legislators and police officers.

The forum, made possible through funding from the U.S. Department of Justice, will include sessions on understanding, managing, and monitoring sex offenders.
