Today’s world is turbulent, dynamic and interconnected. States are facing unprecedented societal, economic, technological and environmental forces, but policymakers are trying to address these issues with the same systems and strategies they have used for decades. If they hope to remain relevant to their constituents and effectively overcome the challenges of the 21st century, policymakers must fundamentally transform how their states are governed. This session will address several transformative strategies and tools to meet these new challenges.

Speakers
David Adkins
executive director/CEO, The Council of State Governments
David Adkins is the executive director/CEO of The Council of State Governments, headquartered in Lexington, Ky. Before joining CSG, Adkins served as vice chancellor for external affairs at the University of Kansas Medical Center in Kansas City where he led advancement and outreach efforts.
He also previously served as the founding executive director of the Community Foundation of Johnson County, Kans., and as a partner in a Kansas City-based law firm. The Kansas Bar Association recognized Adkins with its Outstanding Young Lawyer Award in 1992.
Adkins served four terms in the Kansas House of Representatives and then to one term in the Kansas Senate starting in 1992. During his 12 years of legislative service, he chaired committees on appropriations, taxation and reapportionment. He was also appointed by Kansas Gov. Bill Graves to chair the Kansas Youth Authority. In 1996 he served as chair of the 11-state Midwestern Legislative Conference of The Council of State Governments and was named a Toll Fellow by CSG in 1993.
Tom Campbell
senior associate, America Speaks
Tom Campbell is a senior associate for AmericaSpeaks, a nonprofit organization that engages citizens through town hall meetings in addressing local, state and national issues that range from developing municipal budgets to Social Security reform. He served as legislative staff for four years and for seven years was the chief policy assistant to the speaker of the House of the Washington State House of Representatives. He was the principal architect of the state’s Growth Management Act and managed a variety of policy issues for the speaker.
Campbell also served as deputy and policy director for the Washington State Department of Community, Trade and Economic Development.
Campbell has been associated with AmericaSpeaks since 1997 and was a lead producer and designer for the Northeast Ohio Voices and Choices project, Community Congress for the United New Orleans Plan, and the Health Care Reform process in California. He is a board member of the Charlotte Martin Foundation funding education and conservation throughout the Northwest.
Robin Campbell
Washington State’s Government Management Accountability and Performance (GMAP)
Robin Campbell has spent her 25 year career in Washington state service in the areas of governmental finance, budgeting and performance management. She is currently a senior analyst for the Government Management Accountability and Performance—or GMAP—Office in the governor’s office. She leads the overall performance management effort and is responsible for implementing GMAP principles in state organizations. GMAP is a management tool that relies on performance measures, data and a disciplined approach to decision making to achieve better results for Washington citizens.
A lifelong Washington resident, Campbell earned a bachelor’s degree from The Evergreen State College and a master’s in public administration from the University of Washington.
Robert J. Sparks
Florida Performs
Robert Sparks has served as executive deputy chief of staff for Florida Gov. Charlie Crist since January 2007.
Sparks oversees a portfolio of state agencies and is responsible for a number of facets of internal operations for the governor’s pffice, including the Office of Citizen (constituent) Services, the Office of External Affairs, and special projects that include launching the Governor’s Plain Language Initiative and the Governor’s performance measure Web site known as Florida Performs.
The Florida Performs Web site provides a running scorecard of a broad range of measures reflecting trends in key areas deemed to be important to Florida residents and policymakers.
He served previously as the director of external affairs for the Florida attorney general and the director of external affairs for the Florida Department of Environmental Protection.
Jane N. Kusiak
executive director, Virginia Performs
Jane Kusiak serves as the executive director of the Council on Virginia’s Future, which is chaired by Gov. Timothy M. Kaine and is comprised of representatives from the General Assembly and the business community, along with two cabinet officials. A signature initiative of the Council is Virginia Performs, a performance leadership and accountability system within state government. The Virginia Performs Web site tracks a number of performance measures across agencies, which helps residents and state leaders plan for the future and monitor progress on key outcomes and indicators.
Kusiak previously served as deputy director of transition and director of policy and legislation in the Virginia Governor’s Office. She had previously provided staff support to the Virginia General Assembly, and began her legislative staff career as an analyst for the House Appropriations Committee, specializing in health and human resources and finance issues.
In 1992, the Richmond Metropolitan Area YWCA named Kusiak “Outstanding Woman in Government.”
Beth Blauer
director of Maryland’s StateStat
StateStat is a performance measurement and management tool implemented by Maryland Gov. Martin O’Malley designed to make state government more accountable and more efficient. The governor regularly convenes agency heads to focus on achieving specific results using a data-based management approach.
Beth Blauer, director of Maryland’s StateStat Office, oversees the day-to-day operations of the office, runs the weekly StateStat meetings, and reports to the governor and his senior staff on the progress state agencies are making toward their goals. In addition, StateStat has most recently been charged with tracking and reporting stimulus money the state receives under the American Recovery and Reinvestment Act of 2009.
Blauer joined StateStat after five years at Maryland’s Department of Juvenile Services, where she last served as the department’s chief of staff.
