Interstate Compact on Thoroughbred Horse Racing

This new compact enables states to act cooperatively with more uniform, effective, and efficient practices, programs, rules and regulations related to thoroughbred horse racing. The agreement will facilitate the growth of the industry by simplifying the process for participating in thoroughbred horse racing, improve the quality and integrity of racing and wagering, more effectively regulate simulcast and wagering systems and activities, and reduce, through cooperative action, costs incurred by states and participants.
Status: Compact language complete; limited state outreach has already begun with full scale campaign in 2012; developing national education and outreach strategy.
