The Council of State Governments to launch National Youth Center to improve employment opportunities for youth with disabilities

The Council of State Governments will establish an innovative center to help develop and disseminate resources to offer solutions to challenges facing youth and youth with disabilities who are seeking employment. The CSG Center of Innovation, in partnership with the Yang-Tan Institute on Employment and Disability and the Transition to Adulthood Center for Research at the University of Massachusetts Medical School, has been awarded $4 million by the U.S. Department of Labor’s Office of Disability Employment Policy to institute and operate the National Youth Center, which will work to increase the number and quality of employment opportunities for youth with disabilities.
This policy development center will work with states to identify the needs of workforce systems, to conduct research and policy analysis to address these needs, provide state level partners with technical assistance and to develop and disseminate resources to policymakers and partners to offer solutions to challenges in finding  employment for youth and youth with disabilities. The National Youth Center will also focus on three primary subject areas: strategic partnerships and systems coordination, career pathways and work-based learning, and professional development.
“The National Youth Center expands growing portfolio of innovative policy work supporting CSG member interests such as disability employment and workforce development policy,” said Elizabeth Whitehouse, director of the CSG Center of Innovation. “Our experience working on initiatives such as the Office of Disability Employment’s State Exchange on Employment and Disability and Kentucky’s RETAIN program, provide us with subject matter expertise and experience needed to create a thriving policy center with the capacity for robust state technical assistance. We are excited to provide states with the resources needed to positively impact employment opportunities for youth and young adults with disabilities.”
The National Youth Center, through its founding partners, will grow from the Office of Disability Employment’s National Collaborative on Workforce and Disability for Youth. This collaborative’s mission is to develop and influence policies and practices that increase the number and quality of employment opportunities for people with disabilities.
"Using evidence-based practices and proven, collaborative strategies supported by The Council of State Governments, we can develop policies that help young people transition from school to adulthood and make valued contributions to the workplace," said Jennifer Sheehy, deputy assistant secretary of the Office of Disability Employment Policy. 
The National Youth Center will operate through the CSG Center of Innovation. CSG launched the Center of Innovation as a national initiative in July 2018 to enhance CSG efforts to engage, inform and empower state officials through externally funded initiatives. The Center of Innovation seeks to provide fact-based and data-driven policy support, identify and foster state-driven emerging policy solutions, and ensure equality of opportunity and engagement across all populations.
