A term used when any registered voter can request an absentee ballot, without restrictions.
No-Excuse Absentee Voting in the States: Absentee voting procedures vary significantly by state; however, all states allow for absentee voting under certain conditions (e.g., being away from your polling place on Election Day due to illness, injury or disability). Twenty-seven states and the District of Columbia allow for no-excuse absentee voting. These states include Alaska, Arizona, Florida, Georgia, Idaho, Illinois, Iowa, Kansas, Maine, Maryland, Massachusetts, Michigan, Minnesota, Montana, Nebraska, New Jersey, New Mexico, North Carolina, North Dakota, Ohio, Oklahoma, Pennsylvania, Rhode Island, South Dakota, Virginia, Wisconsin and Wyoming.
Please note, this does not include states that conduct all-mail elections.
