The CSG
Committee on Suggested State Legislation convened Sunday, April 7, 2002 from
11:30 a.m. - 3:45 p.m. This was the
second meeting in the 2003 SSL cycle. A quorum was present.
Bert Harberson,
Director and Assistant General Counsel, Trends Research and Response Group,
briefed the committee about proposed changes in the operation of the CSG policy
task forces and the SSL Program to better integrate both into CSG's new
"Trends" mission. Such changes include:
·
Expanding the membership of the SSL Committee to include the
chairs of the policy task forces;
·
Adding CSG Toll Fellows from the judicial and executive branches
of state government to the SSL Committee;
·
Adding CSG region-designated legislative staff who serve on the
CSG Executive Committee to the SSL Committee, and
·
Making the policy task forces the primary points of input and
deliberations about SSL docket items that fall within the task forces'
expertise.
CSG wants to
have the framework in place at the CSG meeting in December 2002 in Richmond,
Virginia.
Several
committee members and guests then shared their opinions about whether the
proposed changes would lengthen the task force meetings, slow down the SSL
process, or affect the voting procedures for the task forces and the SSL
Committee, especially when a task force rejects an item that the SSL Committee
may want to consider.
Following this,
the committee considered 83 bills on docket 23B. It selected 12 to appear in
Part II of the 2003 SSL Volume. It deferred 14 items to docket 23C and rejected
the remaining 57 items.
The status of
all docket items is listed below. SSL members usually direct CSG staff to find
additional legislation or information about docket items. These are recorded as
notations under the respective docket items. The notations are indicated by (a),
(b), (c), etc. For example, (23A-a) represents the first meeting (A) in the 2003
cycle and the first notation on that docket (a). Notations from the second
meeting (B) of the 2003 cycle are listed on the next docket as (23B-a), etc. An
asterisk (*) indicates the item was deferred from a previous SSL cycle. Items
that do not have a number were added to the docket at the meeting.
The next SSL meeting is tentatively scheduled for July 2002.
