Statement by CSG Executive Director/CEO David Adkins on Congressional Passage of the 21st Century ROAD to Housing Act

June 24, 2026 — The Council of State Governments (CSG) applauds the final passage by Congress of the 21st Century ROAD to Housing Act, bipartisan legislation aimed at expanding the nation’s housing supply and bringing down costs for American families.

“This is what bipartisan governing looks like,” said CSG Executive Director/CEO David Adkins. “Congress came together to cut red tape, modernize manufactured housing rules, and give states real tools to expand the housing supply and respond to growing needs. Housing affordability is one of the most urgent challenges facing states and territories, and CSG — in collaboration with the other major organizations of state and local government officials — is proud to have championed this issue as a national priority. We thank the bipartisan coalition in Congress and the administration for getting this done, and we look forward to helping state leaders put these new tools to work.”

As the nation’s only nonpartisan organization serving all three branches of state government, CSG has long focused on housing supply and affordability as a priority issue for states. CSG will continue working with state leaders across the country to implement the law’s provisions in the months ahead.

The legislation now heads to the President’s desk for his signature.
