The BOWHAY INSTITUTE for LEGISLATIVE LEADERSHIP DEVELOPMENT (BILLD) is the only leadership training program designed exclusively for Midwestern legislators. BILLD helps newer legislators develop the skills necessary to become effective leaders, informed decision-makers, and astute policy analysts.
