Georgetown University’s Beeck Center transitions project to CSG to strengthen education and technical support for shared state software solutions
LEXINGTON, Ky. (March 24, 2026) — A national, multi-state software collaborative addressing shared government policy and operational challenges is joining The Council of State Governments (CSG) under its National Center for Interstate Compacts (NCIC), transitioning from the Beeck Center for Social Impact + Innovation at Georgetown University.
“The Council of State Governments is committed to serving states and this work adds to the ways we support them,” said CSG Executive Director/CEO David Adkins. “By bringing this effort into our network, CSG will help state leaders connect, share solutions and build systems that work across state lines.”
The Intergovernmental Software Collaborative, which began at the Beeck Center, with initial support from The Rockefeller Foundation, is one of the most comprehensive resources in the intergovernmental software space, promoting more than 90 software collaboratives. Since its launch in 2020, it has helped state agencies collaboratively procure, develop and maintain essential government software solutions to address common policy and technology challenges in areas such as transportation, health insurance, unemployment benefits, tax systems and emergency management.
“The Intergovernmental Software Collaborative’s work has always been rooted in a simple idea: when governments work together, people get better services,” said Lynn Overmann, Executive Director, Beeck Center at Georgetown University. “When the Beeck Center built the collaborative, it created space for states to learn from each other and build shared solutions instead of starting from scratch. Transitioning this effort to The Council of State Governments ensures it can grow within a strong network of state leaders, and Beeck is thrilled to see the impact continue to expand in the years ahead.”
State and local governments and public education institutions spend an estimated $59 billion per year on information technology services, yet studies have found that only about 13% of large government IT projects are considered successful, according to The Standish Group’s 2021 “CHAOS Report.” The collaborative works to address these inefficiencies by giving agencies opportunities to work together on shared software systems, reducing costs and improving outcomes.
“The Intergovernmental Software Collaborative works best when it is closely connected to the people who can put shared solutions into practice,” said Waldo Jaquith, government delivery manager at U.S. Digital Response, who previously led the collaborative at the Beeck Center. “CSG has a direct relationship with state leaders and that makes it the right home for this work to have a real impact in states.”
NCIC, the nation’s only provider of technical assistance for more than 250 interstate compacts, will support the collaborative as part of its broader work helping states design and operate shared systems. NCIC has already been working in the interstate digital infrastructure arena with its recently developed CompactConnect platform, an open-source data system that enables occupational licensure compact commissions to securely share information across state lines.
