Leveraging Learning Loss: A Public Policy Approach

With the release of the 2022 National Assessment of Education Progress scores, the pre-pandemic cracks in educational performance were widened for the U.S. to see. Already behind other leading countries’ performance, the nation’s report card illustrated a historic decline in student performance and learning loss during the past two years of disruption – in addition to more than a decade of downward trends. While tragic, this crisis provides a unique once-in-a-generation opportunity for policymakers and state education leaders to innovate and rethink existing education models.  

Southern state legislators and staff joined in Atlanta for the “Leveraging Learning Loss” Policy Masterclass. Twenty-three legislators and staff from 12 CSG South member states – Alabama, Florida, Georgia, Kentucky, Missouri, Mississippi, North Carolina, Oklahoma, South Carolina, Tennessee, Virginia, and West Virginia – participated in the Masterclass. First Lady Marty Kemp of Georgia and 2023-2023 SLC Chair Craig Blair, Senate President and Lieutenant Governor of West Virginia, provided pre-recorded opening remarks. 

Over three days, participants engaged in programming covering myriad topics and issues across the education policy spectrum. Briefings included NAEP 101 training, strategies for addressing chronic absenteeism, examples of successful learning acceleration and recovery programs using federal funds from three Southern states, the often-overlooked aspects of early childhood and special education, and how to use data in education policy decisions. Attendees also visited the Georgia Department of Education to speak with Georgia State Superintendent of Education Richard Woods and heard from the Office of Rural Education and Innovation team. They were also given a tour of the Gold Dome and the history of the Georgia Capitol by Representatives Matt Dubnik, Chris Erwin, and Senator Clint Dixon. Experts from several prestigious organizations briefed attendees, including the following:

  • Education Commission of the States (ECS)

Hosted by CSG South, participants in this Masterclass increased their knowledge of education policy and examples of state solutions by interacting with subject matter experts and colleagues from other Southern states. Participants also engaged in a breakout session where working groups collaborated to identify up to three priority areas in education policy. The CSG South Education Committee will further develop these member-generated policy recommendations moving forward.

CSG South has released its 2023 Staff Academy for Governmental Excellence (SAGE) Class!

The nation’s only regionally focused leadership development program for state government staff, SAGE is rooted in CSG South’s proud legacy of providing exemplary leadership training to elected and appointed state officials. 

In addition to developing their personal and professional leadership skills, participants can build a network of peers across the Southern region. By shaping staff leaders, SAGE ultimately aims to provide the public with more effective state governments.

Southern Pulse Newsletter, September 2023

The sun sets earlier, soup ingredients are being purchased, and temperatures are cooling, but here at CSG South, we are just getting heated up!  

It has been a month jampacked with traveling and preparation for our team, and we are thrilled to roll out all the programming, publications, and leadership development planned for the remainder of the year.  

Our first Policy Masterclass, Leveraging Learning Loss: A Public Policy Approach, was hosted in Atlanta this week. Attendees learned from industry experts, toured the Capitol, and met with State Superintendent Richard Woods. Our next Policy Masterclass, The Opioid Crisis: Understanding and Addressing the Public Health Emergency, will occur in Kansas City, Missouri next month.  Our final Policy Masterclass, All of the Above: Ensuring Energy Independence, explores how states seek to expand their portfolios with an “all of the above” energy strategy, emphasizing West Virginia’s energy strategy – the 5th largest state for energy production. 

We are excited to welcome and congratulate the Center for the Advancement of Leadership Skills (CALS) class of 2023 after an overwhelming and competitive response. The leadership development doesn’t end there, with our Staff Academy for Governmental Excellence (SAGE). CSG South Announces 2023 CALS Class

CSG South has released its 2023 Center for the Advancement of Leadership Skills (CALS) Class.

CALS is for current elected or appointed members of state legislatures and judicial and executive branches. The five-day workshop takes selected CALS scholars through activities and instruction focusing on the program’s four central components—communication, conflict resolution, consensus building, and critical decision-making.

Southern Pulse Newsletter, August 2023

The start of fall is on the horizon: the cheers of college football, the smells of the pumpkin patch, and lots of programming here at CSG South! 

Our fall programming begins in September with the Legislative Service Agency (LSA) Directors Group’s fall retreat in Northwest Arkansas. This group spearheads our wonderfully crafted government staff tracks at SLC, and we can’t wait to see what they have in store for The Greenbrier in 2024. In October and November, our two flagship leadership development programs, the Center for the Advancement of Leadership Skills (CALS) and the Staff Academy for Government Excellence (SAGE), will convene. These programs offer regionally focused networking, unique training sessions for elected and appointed officials (CALS) and staffers (SAGE), and an overall fantastic time. Our staff will contact selected applicants for these programs in the coming days and weeks, as the deadlines have passed to apply for the CALS and SAGE classes 2023. Good luck to all who applied! 

Our program offerings also continue in full force throughout the fall months with three Policy Masterclasses: Leveraging Learning Loss: A Public Policy Approach (September 26-28), The Opioid Crisis: Understanding and Addressing the Public Health Emergency (October 10-12), and All of the Above: Ensuring Energy Independence (October 24-26). Each Masterclass is a unique and regionally driven experience that brings in expert speakers on different policy areas and formulates an open forum for discussion between attendees. We don’t let the learning stop there – each Masterclass also holds immersive site visits – giving attendees a full hands-on experience. As we look forward to new beginnings this fall, we also want to look back and celebrate our accomplishments at the 2023 Southern Legislative Conference in Charleston, SC.
